Do you mean immigrants to the US? Yes, I suppose it all applies to them too. The point of FATCA originally was to catch people whole lived in the US but hid money overseas. So for us, our local account in the country we live in is considered suspect because to them it's overseas. So any "US person" (a US government term which includes citizens but also people with green cards) with money overseas would have to report it the same way. And if that green card holder moves overseas again, if he doesn't officially give up his green card he still gets treated like a "US person."

I suppose the decision depends on whether you ever want to move back to the US. If not, then there are only disadvantages to keeping US citizenship, because you'll have to file taxes and FBAR every year, even if you never owe a cent.

In 3 years I will be eligible to apply for Norwegian citizenship. It is something that my husband and I have discussed. Typically Norway doesn't allow for dual citizenship however because the fee to renounce US citizenship is so high you can get an exemption. While ultimately I hope many things change between now and then, the original plan was for me to get dual citizenship. Now the more I think about it the more I feel like I will just pay the fee and renounce. It is something I have lots of time to think about but it is definitely on my mind.

Thank you for this, Rachel. It's often excruciatingly difficult to communicate these issues to those living in the USA, much less inspire them to give a damn. You've just made it a little bit easier.

Note that immigrants who have had real financial lives elsewhere face many of the same problems. We have foreign pensions we must report. They may be taxed. They may be taxed under some of the most complex schemes in the US tax code. We can't close those accounts.
If we are covered we can't really leave and we certainly aren't allowed to close our pensions until we are old enough to draw them.
Normal investors face foreign taxes and the complex foreign tax credit system. They can also be essentially double taxed because of the source type basketing of foreign income.
In a few months I'll be filling those Fincen 114 and 8938 forms with all the same risks.
People don't care about Americans abroad but only a tiny fraction of those who do care would give a stuff about an immigrant.

Much as I renounced very reluctantly, things like the FAST legislation make me glad I did.

Yes, and the fear that you (or your accountant) might have made a mistake causes real stress! Sleepless nights, etc. Many Americans can't renounce because they don't have nationality anywhere else or don't want to because of aging parents or other family in the US, so they want to be able to go back. This would hit them incredibly hard, and apparently appealing a fine is a lengthy and costly process.
